While I wonder who "he" may be in the lyrics (god seems to often be a bringer of all these wonderful things), I'm not sure if it's necessarily Shrub. That being said, this is a good song to coopt for political means, certainly also because Blunt seems to be against the futility of wars and military action.

Elton John wrotte Candle in the Wind for Marilyn Monroe, and later changed it to fit Princess Di. So what.
Just listen to the song and look at the pictures without the editorializing.
